children’s rights project evaluator call for expressions of interest background children with intellectual or other types of mental disabilities are particularly vulnerable to human rights violations. they are frequently denied access to justice for such abuses because of weak laws and because lawyers are often ill-equipped to provide legal assistance. the mental disability advocacy centre (mdac), an international human rights organisation, is conducting an 18-month project to train lawyers in eight eu member states to protect and promote the rights of children with mental disabilities using a human-rights based approach. the role mdac is searching for an experienced consultant to evaluate the project through its progression. the work will include:  developing a monitoring and evaluation framework using both qualitative and quantitative indicators to assess the project: o measuring the project’s results against objectives; o assessing the impact of the training materials (i.e. the “distance-travelled” by lawyers participating in the training); o assessing the quality of the outputs (training package, the training seminars, the best practices report); and o assessing the overall impact of the project.  drawing out lessons from the project of broader relevance to lawyers, ngos and others across the eu; and  writing a ten-page evaluation report to be submitted to the european commission. person specification essential  masters level education or equivalent;  proficiency level written and spoken english;  five or more years professional work experience in law or social sciences;  demonstrable experience in project evaluations;  knowledge of children’s and/or disability rights; desired  expertise in evaluating the impact of training for lawyers;  experience evaluating ec funded projects. application procedure interested candidates should send a cv and a letter of interest to mdac by 11 may 2016. the letter of interest should set out the following: 1. your motivation for being engaged as a consultant with mdac; 2. how you are suited to this position, with reference to the person specification; 3. your estimated lump sum fee based on an estimate [15-20] days of work within the period june 2016 and september 2017; 4. names, positions, email addresses and telephone numbers of two referees who can comment on your suitability for this consultancy position. we will ask your permission before contacting the referees. completed applications should be emailed to jointheteam@mdac.org before the closing date, with the subject line “evaluator”. we expect telephone interviews to take place during the week of 16 may 2016.
